UNIT OF VERIFICATION: NOM 008 ENER AND NOM 020 ENER
WHAT ARE MEXICAN OFFICIAL STANDARDS?
The Mexican Standards (NOM) are regulations that combine information, specifications and requirements evaluated by the government and by experts. They are intended to establish metrics that avoid risks to the population or the environment.
The most common types of Standards are:
- Safety standards and test methods
- Energy efficiency standards.
- Standards of business practice.
- Commercial information standards
- Methodological norms.
WHAT ARE THE NOM-008-ENER-2001 AND NOM-020-ENER-2011?
With the purpose of regulating the characteristics of the envelope in buildings throughout the country, the National Commission for the Efficient Use of Energy (CONUEE, their acronym on spanish) has issued two Official Mexican Standards (NOM) on this subject:
NOM 008 ENER.- This Mexican Official Standard for Energy Efficiency in non-residential building envelopes talks about the thermal quantity of a non-residential building in wich you can’t live (hospitals, hotels, schools, offices, Airports, among others) must have at least, compared against a regulatory standard.
NOM 020 ENER.- This official Mexican standard on energy efficiency in building envelopes for residential use shows the minimum standard that the envelope of a property in which you can live (houses and apartments) must comply.
Both standards exclusively regulate the envelope of the building. This consists of all the elements of the construction that delimit the interior space of the building against the outside, such as walls, doors, ceilings, windows and floors. The enclosure acts as a protector of the sun, rain, high or low temperatures from the outside to provide shelter and allow people to obtain a level of physical security and thermal comfort.
HOW DOES THE ENVELOPE GETS INVOLVED WITH THE COMMON EXPENDITURE OF THE BUILDING?
One way to reduce the costs of investment and operation of these equipment is to incorporate an envelope that isolates the building thermally; This way the air conditioning system will work better. If you do not consider the type of climate where a building will be developed, there will be a lack of interior comfort of the users, which will become a greater energy consumption by resorting to additional air conditioning.
According to CONUEE approximately, 30% of the total energy consumption is used to condition the buildings, reaching up to 60% in places where there are high temperatures, such as northeastern Mexico.
HOW DO I KNOW IF MY ENVELOPE IS EFFECTIVE?
An effective envelope is one that equals or enhances the conditions of the existing envelope by comparing it against a stipulated base building. This comparison is made through an evaluation performed only by an authorized NOM Verification Unit.
A Verification Unit is an entity accredited by the Mexican Accreditation Entity (EMA, their acronym on spanish) and by the CONUEE that has recognition and authorization to carry out the evaluation of NOM 008 ENER and NOM 020 ENER in any part of the Republic.
HOW TO KNOW IF A BULDING’S ENVOLOPE IS EFFECTIVE?
If a property complies positively with the evaluation of NOM 008 ENER and NOM 020 ENER, it receives an official opinion, meaning that it limits the gain or loss of heat inside and directly affects the reduction of energy consumption by Artificial air conditioning equipment.
