WHAT ARE MEXICAN OFFICIAL STANDARDS?

Mexican Standards (NOM) are regulations that combine information, specifications, and requirements evaluated by the government and experts. Their purpose is to establish metrics that avoid risks to the population or the environment.

The most common types of NOMs are:

● Safety standards and test methods.
● Energy efficiency standards.
● Business practice standards.
● Commercial information standards
● Methodological standards.

WHAT IS NOM-020-ENER-2011?

To regulate the characteristics of the building envelope throughout the country, the National Commission for the Efficient Use of Energy (CONUEE) has issued an Official Mexican Standard (NOM) on this subject:

 

NOM 020 ENER.- This official Mexican standard on energy efficiency in buildings in building envelopes for residential use shows the minimum standard that the envelope of a building in which one can live (houses and apartments) must meet.

This standard exclusively regulates the building envelope. The building envelope consists of all building elements that delimit the interior space of the building from the exterior, such as walls, doors, roofs, windows, and floors. The envelope acts as a shield from the sun, rain, and high or low temperatures outside to provide shelter and allow people to obtain the correct level of physical safety and thermal comfort.

HOW IS THE ENVELOPE INVOLVED IN THE BUILDING’S COMMON EXPENSE?

One way to reduce the investment and operating costs of this equipment is to incorporate an envelope that thermally insulates the building; this way the air conditioning system will work better. If the type of climate where a building will be developed is not considered, there will be a lack of comfort in the interior for the occupants, which will be transformed into higher energy consumption by resorting to additional air conditioning.

According to the CONUEE, approximately 30% of total energy consumption is used for air conditioning in buildings, rising to 60% in places with high temperatures, such as northeastern Mexico.

HOW DO I KNOW IF MY ENVELOPE IS EFFECTIVE?

An effective envelope is one that equals or improves the conditions of the existing envelope compared to a stipulated base building. This comparison is made through an evaluation performed only by an authorized NOM Verification Unit.

A Verification Unit is an entity accredited by the Mexican Accreditation Entity (EMA) and by CONUEE that is recognized and authorized to carry out the evaluation of NOM 008 ENER and NOM 020 ENER in any part of the Republic.

WHAT HAPPENS IF MY ENVELOPE IS EFFECTIVE?

If a building complies positively with the evaluation of NOM 008 ENER and NOM 020 ENER, it receives an official opinion, meaning that it limits the heat gain or loss in its interior and has a direct impact on the reduction of energy consumption by artificial air conditioning equipment.
